I am so confused by the HIPPA privacy rule. I just got a test questions that I believe state that PHI may be disclosed "for routine treatment, payment and healthcare operation." This feels weird to me. What is the overall purpose of the privacy rule and what are the main points I need to know about it? Thank!!
